I suggest a good starting point for indicative agreements, not specifically WASH, would be IFRC's ODHR Guidelines https://sheltercentre.org/library/owner-driven-housing-reconstruction-guidelines which has a section on agreements and MOUs. Basically though with a community, you will not get a binding agreement unless there is a legal person / entity to sign with, hence MOU is likely best. Failing that come back and I will dig through records as I think I likely still have some community MOUs from Aceh / tsunami Chris
