Yes its possible to both questions. How cold does it get? Is a critical question. If you build the the digester in ground and or inside (an animal barn or greenhouse) then you can operate it in very cold temperatures. (i have seen them operating in a greenhouse with -30 deg C outside temperatures. As to running a small hostel if you have enoigh biomass then yes. But what do mean bu running? If you mean converting the gas to electrixity and having it as the only souce then that requires alot of input especially if there is a very high heating load in winter.
