Have you considered exploring local peoples' cultural and spiritual values with the land/ their area? Check out CSVPA (cultural and spiritual values of protected areas, part of IUCN) for some ideas - of course not all tribal/ nomadic peoples' land is protected, if precisely this may affect discussions (fear of loss of further autonomy?) Also when considering supporting one people (as you found they were poorest perhaps), do also check how your intervention may affect the group's relationship with other tribes (e.g. jealousy/ rebalance of powers between groups etc). wishing you all the best with your project and do come back and report how things went.
