High Test Hypochlorite is available in most supermarkets in Harare again now for use in the many swimming pools of the Sunshine City. You can get large drums of the stuff and there must be a way to get hold of it at wholesale rather than retail prices. Perhaps the owner of Arundel Spar can help you as he also has the little shop at UNICEF and has regular deliveries coming in from South Africa.
