As is often the case, the standards called for in Sphere may be rather better than people in the area are used to.

My starting point would be what were the people using before the flood. Perhaps they have collapsed or been flooded but that is what will work, especially if they can be improved.

Generally individual household latrines are much better maintained than communal ones but you have a problem with both space and proximity to wells. Is a lined pit/septic tank possible with periodic pumping out.

Don't go for composting toilets if people are not accustomed to using and maintaining them.
