I have dealt with a similar problem - i.e. high ground water table, nearby drinking water wells, not much space.

The solution we adopted was to bury 2000 litre plastic water tanks with suitable ballast to prevent flotation. Pour flush latrines with the pan about 500mm above GL discharged into the tanks. The tanks had a high level emergency overflow to soakaway and a vent stack. A local entrepreneur was paid to empty the tanks on a regular basis and we think he also made money out of selling the sludge to farmers.
