Yes its possible to both questions. How cold does it get? Is a critical question. If you build the digester in ground and or inside (an animal barn or greenhouse) then you can operate it in very cold temperatures. I have seen them operating in a greenhouse with -30 deg C outside temperatures. As to running a small hostel if you have enough biomass then yes. But what do mean by running? If you mean converting the gas to electricity and having it as the only source then that requires a lot of input especially if there is a very high heating load in winter.

Hi, I am the one who submitted this question.

It gets down to -15 degrees celsius. And by "power a hostel" I actually just meant to provide gas for cooking for somewhere around 30 people per day on a busy day. The digester will be underground and we will be building a greenhouse. I went ahead and bought the Puxin model made with fibre glass. I've also been reading about psycrophillic (spelling?) bacteria. I am wondering if there is any way to seed digesters with this bacteria?
