Behavioral Change and Total Sanitation

Could somebody help me on how to change the behavior of the community towards sanitation?

Some people refer to CLTS, however, it is not an universal method to achieve total sanitation and is not applicable everywhere.

Building toilets for the communities in developing countries is not the solution to achieving 100% sanitation. Therefore, other solutions are needed. Please provide suggestions.
