Request for info on water supply in sub zero temperature

Some friends are looking for advice on installing appropriate water supply system in Leh, India where temperature can go down to -20 degree centigrade, pipe line bursts are common.

Best place to start is Mark Buttles book on Engineering in Cold Climates - Published by WEDC Its called "Out in Cold"
