I highly recommend the Water Aid/Oxfam publication "In the Public Interest: Health, Education, Water and Sanitation for All". I have used it as a reference point for many of my project and funding proposals. The citation index alone is worth its weight in gold.

Also, for the same purposes, I advise picking up a copy of "The Big Necessity: The Unmentionable World of Human Waste and Why it Matters", by Rose George. Solid history of the watsan movement.

WEDC and UNICEF have also published recommendations for including MHM (Menstrual Hygiene Mgt.) in WASH protocols. I recommend searching for articles by Dr. Marni Sommer.
