I am a lecturer at Addis Ababa Science and Technology University. Currently I am working on solar powered flour mill to alleviate small scale women farmers in off-grid area. I want technical help on the rating of the smallest diesel engine that is usually used in off-grid areas. I also want to hear about your experience if you have any thing similar in Eastern Africa.

Although I have no experience working in the Power industry and certainly none in the Solar/Diesel industry. I did find the following article very useful. It is an Australian document, but I would imagine that many of the issues you face would be similar to these faced in Australia.
